Effective 30 June 2010: Can't send cigarettes to the troops?
Legislation prohibits the mailing of all cigarettes.

24 June: Email from supporter Ruby P.:
"I saw your post about this new law that starts at the end of the month. I went on USPS website and got connected to Oconus.com. They replied to my email and said that it WILL still be OK to send to the troops as they are an exception. See my email below:

Hi Ruby,
I think there is actually an exception for individuals that includes APO addresses. Here is an excerpt from the final USPS rule:

Consistent with the PACT Act and the proposed rule, the final rule permits individual customers to send shipments of cigarettes and smokeless tobacco to other individuals in certain contexts. All intrastate shipments will be permitted within Alaska and Hawaii, including shipments between two individuals located within one of those states. Otherwise, individual customers may mail small quantities of cigarettes and smokeless tobacco in domestic mail, subject to the requirements to the "certain individuals" exception described in DMM 601.11.6. This includes mail to Army Post Office (APO), Fleet Post Office (FPO), and Diplomatic Post Office (DPO) locations where cigarettes and smokeless tobacco are not restricted by the host country. See Overseas Military/Diplomatic Mail in the Postal Bulletin.

So as long as the APO zip code does not restrict tobacco (and some of them do - German destinations for example), you are free to send cigarettes.

Oh, and there is MORE! Email from 30 June:
"I just read the June 17th Postal Bulletin
(http://www.usps.com/cpim/ftp/bulletin/2010/pb22287/pdf/kit.pdf) in detail, and I think there is an issue with the implementation of the rules that are going to trip up most APO/FPO shipments. According to the rules, the sender must use Express Mail for any tobacco shipments, including to APO and FPO addresses. As you probably know, there is only Express Mail service available at a very limited number of APO/FPO zip codes.

Maybe if enough people write their elected representatives we can get it changed.

We are awarding participants an additional $50 if we receive 10 iPhones on their behalf. I wanted to contact you as I see cell phones come in on your behalf fairly frequently.
